Vyapam scam: Mounting heat on Chauhan and BJP
New Delhi: As Madhya Pradesh Vyapam scam is getting murkier and deadlier day by day, Aam Aadmi Party on Monday has moved a Public Interest Litigation (PIL) seeking urgent intervention of Supreme Court on the issue while main opposition party Congress has already filed a PIL in this regard.
Congress described ‘Vyapam’ (Madhya Pradesh Vyavsayik Pareeksha Mandal) as the ‘biggest scam’ in history of Independent India saying between 2007 to 2013, Vyapam defrauded and duped nearly 76,76,718 candidates, who appeared in 167 different examinations conducted by Vyapam.
After filing the PIL Aam Aadmi leader Kumar Vishwas told reporters that the nation is in shock after learning the developments in the Vyapam scam, the conditions have forced him to move to Supreme Court to seek probe in the scam immediately.
He said it is matter of grave concern that more than 40 people have been died since 2013 in mysterious circumstances connected to the scam.
The deaths of Aaj Tak TV channel reporter Akshay Singh and the dean of Netaji Subhas Chandra Bose Medical College, Arun Sharma, who lost their lives while investigating the scam in two days is an eye opener and it is equally strange that the Prime Minister and the central government has chosen to be a mute spectator to this, he added.
“We have requested Supreme Court to take cognizance of the issue and help save the lives of any many more scam related people whose lives are in danger. It is aptly clear that the syndicate involved in the racket is powerful and it consists of politicians, officials and businessmen,” Vishwas said.
Aam Aadmi Party has also announced that it will hold nationwide protests on the issue on July 11 and will raise the issue in Parliament in the upcoming session.
Meanwhile, continued its onslaught on Madhya Pradesh Chief Minister Shivraj Singh Chauhan and state BJP government, Congress on Monday pooh-poohed the CM’s defence that the High Court is investigating the matter. Addressing the media persons, Congress General Secretary and former Chief Minister of Madhya Pradesh Digvijaya Singh said he is saying with all responsibility that Shivraj Singh Chauhan is telling a lie and is misleading the nation.
“Till today, there is no order from Jabalpur Bench of Madhya Pradesh High Court qua investigation into these 45 or 46 mysterious deaths. If Modi Ji and Shri Shiv Raj Singh Chauhan want, an investigation can be ordered monitored by a sitting Supreme Court Judge and with CBI acting as an SIT”.
Another Congress leader Randip Singh Surjewala said nothing prevents the Madhya Pradesh Government from requesting the Supreme Court for a Supreme Court monitored enquiry through CBI.
In reply to a question, Surjewala said the deafening silence of the Prime Minister Narendra Modi on the issue, refusal by the CM to listen to the demand raised by their own Finance Minister and Home Minister are further intriguing and proves double-speak on the part of BJP.
He pointed that the Judge – STF Chief – has himself said that the life of officials of STF is in danger.
“When their own life is in danger, how are they expected to investigate murder of others who have been killed mysteriously?”
The Vyapam scam has all the characteristics of a case where the perpetrator of the crime himself is investigating into it. A substantive portion of the scam is on account of gross irregularities in the Pre Medical Tests (PMT) for admission into Medical courses and Shivraj Singh Chouhan was the Minister in-charge of Medical Education from 2008-2012. People close to him including his PS, Prem Chandra Prasdad- categorized as “Gang Members” by the STF- are principal accused in the scam.
Congress dubbed Chouhan as the Kingpin of the Vyapam Scam. It demanded that for a fair probe into the scam, Chouhan must submit his resignation immediately.
BRIEF FACTUAL MATRIX.
(i) Vyapam was set up in 1982. It originally conducted examinations for admission to Medical, Engineering, Agriculture and Management courses including PMT examination. In 2008, its mandate was expanded to also conduct recruitment examinations for teachers, police constables, sub-inspectors, food inspectors, excise inspectors, forests and jail guards among others.
(ii) Rampant corruption took place in examinations conducted by Vyapam both for admissions as also for recruitments in government jobs affecting nearly 76 lakh candidates between 2007 to 2013.
(iii) Magnitude of fraud can be gauged from the fact that between 2008 to 2013, Madhya Pradesh Government had appointed 1,40,000 persons in government jobs in departments like Police, Forests, Revenue, Education and others through ‘Vyapam’ by conducting 68 examinations wherein 49,44,104 students appeared. Similarly, 27, 32,614 students appeared in 99 Entrance examinations.
(iv) That between 2009 to 2013, Laxmikant Sharma, now arrested, was Higher Education Minister in Madhya Pradesh.
(iv) That ‘Vyapam Scam’ came to light on 5th July, 2009 when first complaint was filed by Dr. Anand Rai in Indore qua leakage of paper of Medical examination. In total, four whistle blowers i.e. Dr. Anand Rai (Indore), Paras Saklecha (Ratlam), Ashish Chaturvedi (Gwalior) and Prashant Pandey, Cyber Expert (Indore) have helped expose the vast magnitude of Vyapam Scam.
Till date, approximately 140 FIRs have been lodged involving estimated 3,800 accused. About 800 accused out of them are absconding.
